Actors and Stakeholder Involvement in Crisis Mitigation

The following pages analyse the roles and best practices, which different stakeholders can adopt in disaster and crisis management, with regard to supporting migrants coping with crises. The paper starts with the discussion of the key concepts of vulnerability and resilience in order to set a frame for stakeholder involvement. Resorting to stakeholder theory, it defines migrants as “dormant stakeholders” in crisis and disaster management, which need to be involved into crisis management in order to make use of their capabilities. Analysing the main challenges of the involvement of migrants, it defines main areas of stakeholder involvement in the different phases of a crisis. Based on examples from the dialogue meetings within the MICIC framework, it further outlines key areas of action and develops suggestions for improving stakeholder inclusion into crisis and disaster management and mitigation.

Resilience in the Face of Adversity: A Comparative Study of Migrants in Crisis Situations

This report presents the comparative findings of research spanning two years on migrants caught in situations of crisis in a destination country. The research focused on the longer-term socio-economic impacts of these crises on migrants, on their families and on the countries affected by the crisis. It was conducted by the International Centre for Migration Policy Development (ICMPD), the University of Oxford’s International Migration Institute (IMI) and local research partners in the fieldwork countries, in the context of the larger European Union (EU)-funded project “Migrants in Countries in Crisis: Supporting an Evidence-based Approach for Effective and Cooperative State Action” (MICIC).That EU-funded project aims to improve the capacity of states and other stakeholders to assist and provide protection to migrants who find themselves in countries affected by crisis – through in-depth research, consultations with government and other relevant stakeholders and capacity building. With this three-pronged approach, the project contributes to the global MICIC Initiative, a government-led process co-chaired by the governments of the Philippines and the United States. Based on the inputs of states, civil society, international organisations and private sector stakeholders on both the project and the initiative, the MICIC Initiative released its “Guidelines to Protect Migrants in Countries Experiencing Conflict or Natural Disaster”, to help states and other stakeholders respond to the needs of migrants caught in crisis situations. The empirical research described in this report confirms many of the issues raised and policy priorities recommended in these guidelines.

Improving Our Responses to Migrants Caught in Crises: Conclusions and Policy Recommendations for Global Migration Policy-Making

This paper will highlight existing guidelines (especially the Migrants in Countries in Crisis Guidelines to protect migrants in countries experiencing conflict or natural disaster) that speak to the findings of our research – and connect them to wider policy developments in the migration sphere. In particular, we reference the global process of the United Nations to establish a global compact for safe, orderly and regular migration, which aims to “improve the governance on migration, to address the challenges associated with today’s migration, and to strengthen the contribution of migrants and migration to sustainable development”. Our findings provide insight on important challenges to which the global compact for migration can and should speak, as well as practices and recommendations on which stakeholders can act, within or outside of the compact process.

Guidelines to Protect Migrants in Countries Experiencing Conflict or Natural Disaster

When conflicts or natural disasters erupt, they can disproportionately affect migrants living, working, studying, traveling, or transiting in the country experiencing the crisis. The earthquake and tsunami in Tohoku, Japan (2011), the floods in Thailand (2011), hurricane Sandy in the United States (2012), and the outbreak of conflicts in the Central African Republic and in Yemen in recent years are but a few examples of crises in which migrants were among those seriously affected. While they are resilient and resourceful, a variety of factors create particular vulnerability for migrants in the face of such crises. Language barriers, restrictions on mobility, irregular immigration status, confiscated or lost identity or travel documents, limited social networks, isolation, and attacks and discrimination are some of the factors that hinder the ability of migrants to access protection, move out of harm’s way, or otherwise ensure their own safety and wellbeing. The Migrants in Countries in Crisis (MICIC) Initiative was conceived to address these challenges.

The Climate Change-Human Trafficking Nexus

Climate change increases the risk of natural disasters and places a strain on livelihoods; it exacerbates poverty and can potentially cause situations of conflict and instability. These conditions, when combined with a mismatch between demand for labour and supply and the proliferation of unscrupulous recruitment agencies, increase high-risk behaviours and other negative coping strategies among affected populations. This may include resorting to migrant smugglers, which in turn makes them vulnerable to trafficking in persons (TiP) and associated forms of exploitation and abuse. The impact of climate change, however, is rarely considered as a potential contributor to human trafficking in global discussions or nationallevel policy frameworks, and the nexus remains relatively underexplored.

Women, Girls, Boys and Men Different Needs-Equal Opportunities

Prepared by members of the Inter-Agency Standing Committee (IASC), this Handbook aims to provide actors in the field with guidance on gender analysis, planning and actions to ensure that the needs, contributions and capacities of women, girls, boys and men are considered in all aspects of humanitarian response. It also offers checklists to assist in monitoring gender equality programming. The guidelines focus on major cross-cutting issues and areas of work in the early response phase of emergencies. The Handbook is also a useful tool to make sure gender issues are included in needs assessments, contingency planning and evaluations. It can be used as a tool to mainstreaming gender as a cross-cutting issue in the sectors/clusters. If used correctly, this Handbook will help promote the ultimate goal of protecting and promoting the human rights of women, girls, boys and men in humanitarian action and advancing the goal of gender equality

Inter-Agency Standing Committee Policy on Protection in Humanitarian Action

In a statement issued in December 2013, the Principals of the Inter-Agency Standing Committee (IASC) affirmed that all humanitarian actors have a responsibility to place protection at the center of humanitarian action. As part of preparedness efforts, immediate and life-saving activities, and throughout the duration of a crisis and beyond, it is thus incumbent on Humanitarian Coordinators, Humanitarian Country Teams and clusters to ensure that “protection of all persons affected and at-risk [informs] humanitarian decision-making and response, including engagement with States and non-State parties to conflict.” The IASC has committed to a systemwide and comprehensive response to conflict and disasters. This response is driven by the needs and perspectives of affected persons, with protection at its core. This policy defines the centrality of protection in humanitarian action, as per the December 2013 statement of the IASC Principals, as well as the process for its implementation at country level. In doing so, it seeks to reinforce complementary roles, mandates and expertise of all relevant actors. Specifically, this policy emphasizes an IASC commitment to prioritize protection and contribute to collective protection outcomes, including through the development of an HCT protection strategy to address the most critical and urgent risks and violations. It also underlines the need to implement this commitment in all aspects of humanitarian action and across the Humanitarian Programme Cycle (HPC). As such, the collective IASC roles and responsibilities in placing protection at the center of humanitarian action are explained, with due consideration for mandates and expertise and in line with humanitarian principles.

Child Protection Area of Responsibility Strategy 2020-2024

The strategy outlines the CP AoR’s strategic direction and role, specifying four key goals that focus on delivering the core cluster functions9 (for which the CP AoR is accountable) and delivering the transformation articulated through the World Humanitarian Summit. Each goal is positioned to integrate with and complement the work of key actors within the wider child protection community; to support the overall strategic direction of the Global Protection Cluster; and to articulate linkages and partnerships with other Clusters and Areas of Responsibility. These goals are underpinned by four guiding principles that support more inclusive, localized coordination whilst ensuring that core humanitarian values are not compromised.

Modern Slavery and Trafficking in Conflict: The UN's Response

Violent conflict greatly increases the vulnerability of civilian populations to human trafficking and slavery. Refugees and other migrants displaced by conflict are particularly vulnerable to this extreme form of exploitation. As the international community struggles to respond to increasing levels of conflict and the consequent, unprecedented, scale of human flight, it is imperative that the United Nations, Member States and all stakeholders work together to ensure that the world’s most vulnerable are protected from trafficking in and beyond conflict. While the anti-slavery movement has begun to make significant progress in recent years, the response is yet nowhere near equal to the challenge. But the focus of UN and world leaders on modern slavery does provide a foundation to build upon. In July 2016, UK Prime Minister Theresa May said eliminating modern slavery is “the great human rights issue of our time.”Leaders from U.S. President Barack Obama to Pope Francis have stressed the moral imperative to combat human trafficking and end slavery. And in December 2015, the United Nations held its first thematic debate on human trafficking, with a call for the UN SecretaryGeneral to address and prevent trafficking in conflict. The inclusion of modern slavery and human trafficking at the highest levels of the international agenda is a welcome development, as is the surge of activity among UN agencies and Member States to tackle these crimes. However, despite growing awareness of modern slavery, the UN’s response has been fragmented and uncoordinated. There is a real danger that the anti-slavery momentum built over the past year will be squandered without high level UN-leadership, much greater Member State engagement, and focussed interagency cooperation. This report assesses the UN’s role in addressing trafficking in conflict and provides recommendations for strengthening its efforts.
