The manual developed by CRISIS and ACTRAV puts the emphasis on the importance of the role of trade unions in prevention and early warning and proposes measures and initiatives to be implemented by trade unions in cooperation with governments, employers and other players in civil society with a view to achieving peace, building upon it and undertaking reconstruction.

A Region on the Move. 2019 Mobility Overview in the East and Horn of Africa and the Arab Peninsula

This year’s A Region on the Move report aims to provide an overview of the main population movement trends in the East and Horn of Africa region (EHoA) in 2019. Home to an estimated population of 322 million, of which 42 per cent are under the age of 15, the region hosted 6.5 million international migrants at mid-year 2019. With more than six million internally displaced persons (IDPs) and more than three million refugees and asylum-seekers recorded by the end of the year, countries in the region continue to experience significant levels of internal and crossborder mobility, including intra- and extra-regional movements. Migration in the region is still triggered by a combination of persistent insecurity and conflict, harsh climatic conditions, public heath emergencies alongside socio-economic drivers and more traditional seasonal and livelihood factors. In 2019, the region observed a growing trend in intercommunal clashes, particularly in Ethiopia, Somalia and South Sudan, in addition to abnormal climatic events such as a severe drought, devastating floods and a critical desert locust invasion, all of which affected the EHoA in its entirety. Meanwhile, multiple countries reinforced their preparedness efforts to counter the risk of cross-border transmissions of the Ebola Virus Disease (EVD) from the neighbouring Democratic Republic of the Congo. Similar to previous years, most migration trends captured through flow monitoring were motivated by economic reasons in 2019. The region continues to be characterized by large movements towards the Arab Peninsula – along the Eastern Route – with 138,213 migrant crossings to Yemen from the Horn of Africa, notwithstanding the 120,825 returns of Ethiopian nationals led by the Government of the Kingdom of Saudi Arabia in 2019 alone. Comparatively, the number of arrivals of EHoA migrants registered across European arrival points in Greece, Italy and Spain fell from 4,624 in 2018 to 3,452 in 2019.

How are the War in Syria and the Refugee Crisis Affecting Human Trafficking?

Violence in Syria has been driving children, women and men from their homes for almost five years. ICMPD’s new research study looks at the vulnerability of displaced Syrian people to trafficking in persons. The research found that people are often trafficked or exploited because they are not able to meet their basic needs. This is exacerbated by complications in relation to legal residence status in host countries and legal authorisation to work. While some trafficking is committed by highly organised criminal networks, the most common type of exploitation is at a lower level, involving fathers, mothers, husbands, extended family, acquaintances and neighbours. The context of general vulnerability means that there are often factors that leave families with no viable alternative for survival other than situations that could be defined as exploitation and trafficking in national and international law. We therefore need a paradigm shift in how trafficking, refugee, migration and child protection policy are viewed in terms of access to protection. While policy-makers and practitioners might see themselves as working in distinct fields, on specific topics, the human beings in need of protection do not always fall under one single, clear-cut category. We must concentrate efforts to provide access to basic needs and safety for people displaced from and within Syria.

Addressing the Humanitarian Consequences of Labour Migration and Trafficking

This Note provides guidance for the assistance, protection and humanitarian diplomacy activities of Red Cross and Red Crescent National Societies in the Asia Pacific region in the context of labour migration and trafficking. The Note builds upon existing International Red Cross and Red Crescent Movement policies, guidance and commitments relevant to migration and displacement. The Note also contains a collection of case studies of existing initiatives by Asia Pacific National Societies, demonstrating the strength and diversity of National Societies’ activities related to labour migration and trafficking. The Note is designed to support the existing initiatives of Asia Pacific National Societies, as well as provide guidance for those National Societies considering new initiatives in the context of labour migration and trafficking. The Note will be useful to National Societies across all departments - from leadership to migration, disaster management, health, shelter, Restoring Family Links (RFL), welfare and beyond.The note will also be useful for representatives from governments, regional institutions, academia, civil society organisations and United Nations (UN) agencies to deepen their understanding of the core mandate and strengths of Asia Pacific Red Cross and Red Crescent National Societies in the context of labour migration and trafficking.

The Connection Between the Mara Salvatrucha (MS-13) and Human Trafficking

The Mara Salvatrucha, better known by their acronym MS-13, is one of the largest and most violent transnational criminal organizations in the world. Their motto is “Kill, Rape, Control.”Since the 1980s, MS-13 members have typically engaged in a wide range of violent and criminal activity including, “drug distribution, murder, rape, prostitution, robbery, home invasions, immigration offenses, kidnapping, carjacking/auto thefts, and vandalism.” More recently there has been a rise in MS-13 engaging in various forms of human trafficking. This paper seeks to explore the connection between the MS-13 and human trafficking.

Transnational Organized Crime in Central America and The Caribbean. A Threat Assessment

This report is one of several studies conducted by UNODC on organized crime threats around the world. These studies describe what is known about the mechanics of contraband trafficking – the what, who, how, and how much of illicit flows – and discuss their potential impact on governance and development. Their primary role is diagnostic, but they also explore the implications of these findings for policy.These studies are based on a number of data sources. UNODC maintains global databases on crime and drug issues, based mainly on the official statistics provided by Member States. This allows cross-national comparison and trend analysis. For example, UNODC has extensive time series data on drug production, seizures, and consumption, and by analyzing these data, a comprehensive picture can be drawn. This information is supplemented with data from other international organizations and Member States, as well as open source material. For the present study, analysts in the field were able to interview public officials on a range of topics, and much of the qualitative insight in this report comes from these interviews. The present study addresses Central America and the Caribbean, as the region is defined by the United Nations.

20 Years to Better Protect Children Affected by Conflict

Today, nearly 250 million children are living in countries and areas affected by conflict. An untold number of children are now living in communities besieged by conflict and often cut off from sufficient humanitarian aid. And far too many children have been recruited, forced into, or otherwise used by armed groups. Around the world, millions of children have been scarred physically and psychologically by violence— experiencing horrors no child should ever experience; witnessing events no child should ever see; victimized by the worst of humanity. Each and every one of these children has the right to a childhood — to be safe, to learn, and to grow into adulthood. The right to progress, not only for their sake, but also for the sake of their societies. For children whose rights have been violated with impunity are less likely, as adults, to respect the rights of others. For 20 years, the Office of the Special Representative for Children and Armed Conflict has summoned outrage and compelled action to prevent grave violations against children, working in partnership with governments, NGOs, and UN agencies — and aided by the UN Monitoring and Reporting Mechanism. Our past progress — exemplified by some of the examples in this report — shows what we can do, through common effort — now and in the future. For example, last year alone, almost 10,000 boys and girls were released from armed forces or groups.

The Paris Principles and Guidelines on Children Associated with Armed Forces or Armed Groups

Hundreds of thousands of children are associated with armed forces and armed groups in conflicts around the world. Girls and boys are used in a variety of ways from support roles, such as cooking or portering, to active fighting, laying mines or spying and girls are frequently used for sexual purposes. This recruitment and use of children violates their rights and causes them physical, developmental, emotional, mental, and spiritual harm. The recruitment and use of children by armed forces and armed groups has been a focus of international attention and has been widely condemned, yet children continue to be involved in adult wars and to become disabled or die in such conflicts. While the release and reintegration into civilian life of many of these children has been supported through interventions and programmes designed to assist them, others have returned home on their own, often to face an uncertain future and a further fight for acceptance from their family and community. Girls in particular are likely to be stigmatized and even rejected by their community if it is known that they have been used by an armed force or armed group and the rejection of their children may be even more severe. Other children are encouraged by their families and communities to participate in armed conflict, despite the danger and harm this involves. Despite their experiences, such children are resilient and can contribute constructively to reconstruction and reconciliation efforts if given appropriate help, support and encouragement.

To Serve and to Protect Human Rights and Humanitarian Law for Police and Security Forces

Law enforcement officials play a key role in society, serving and protecting the people and upholding the law. That role is valid at all times, including during armed conflicts and other situations of violence. By engaging in dialogue with police and security forces about the law and their operations, the ICRC supports their efforts to incorporate the rules and standards of international law into their procedures. For the past 20 years, the manual "To Serve and to Protect" has provided guidance for that dialogue. This updated version takes that successful endeavour a step further, using recent experience to explain the international rules and standards applicable to the law enforcement function and their practical implications for law enforcement work.

Policy Paper on Sexual and Gender-Based Crimes

Over the past few decades, the international community has taken progressive steps to put an end to impunity for sexual and gender-based crimes. The Statute of the ICC is the first international instrument expressly to include various forms of sexual and gender-based crimes — including rape, sexual slavery, enforced prostitution, forced pregnancy, enforced sterilisation, and other forms of sexual violence — as underlying acts of both crimes against humanity and war crimes committed in international and non-international armed conflicts. The Statute also criminalises persecution based on gender as a crime against humanity. Sexual and gender-based crimes may also fall under the Court’s jurisdiction if they constitute acts of genocide or other acts of crimes against humanity or war crimes. The Rules of Procedure and Evidence (Rules) and the Elements consolidate important procedural and evidentiary advancements to protect the interests of victims and enhance the effectiveness of the work of the Court. Recognising the challenges of, and obstacles to, the effective investigation and prosecution of sexual and gender-based crimes, the Office elevated this issue to one of its key strategic goals in its Strategic Plan 2012-2015. The Office has committed to integrating a gender perspective and analysis into all of its work, being innovative in the investigation and prosecution of these crimes, providing adequate training for staff, adopting a victim-responsive approach in its work, and paying special attention to staff interaction with victims and witnesses, and their families and communities. It will increasingly seek opportunities for effective and appropriate consultation with victims’ groups and their representatives to take into account the interests of victims.
